I guess it could be argued its a bit of a chicken or egg scenario with MV and SFC's penalty stats.
They are generally battling for the title most seasons which means they are attacking and scoring more often. So does that win them more penalties because they are attacking the area more often? Or are they winning more games because they are "given" penalties more often then other clubs?

I think if we were to take a look at the EPL (which in my humble opinion is the best refereed league in the world), the clubs that are competing for the title on a more consistent basis would probably have similar penalty ratios given the amount of each season they would spend attacking.
