It's really not. If you miss the ball and clean up the striker it's a foul. Same goes everywhere else on the pitch. If you tackle someone and dont get the pill it's a foul.

Yeah it's clear there was no intent from Moss to take Blackwood out. To me it looks like they just come together as the ball approaches. Obviously its a terrible situation, and clearly not a free for Moss.
